Regulation changes constantly, and trying to keep up through random reading of updates does not work. A busy manager will not read official gazettes on a regular basis, and even if they did, the interesting question is not what changed but what it means for us, and that is an entirely different question.
We conduct a quarterly review of official sources, including official gazettes, the relevant ministries' websites, administration notices, and standards updates, and filter for what actually affects your operations. Most updates do not concern you, and the value of this work lies precisely in the filtering, not in forwarding everything that is published.
Every relevant change is entered into the requirements register and translated into a concrete task with an owner and a deadline. An update forwarded as an FYI email disappears within two days. An update that specifies what needs to change, who changes it, and by when, produces action.
Before any significant change in the organization, we carry out a regulatory impact assessment. A new production line, a different raw material, a move to an additional building, or extended operating hours can trigger requirements that did not apply before. Checking in advance is far cheaper than halting operations after the fact.
The result is that a change in legislation is not discovered on the day an inspector arrives. This may sound obvious, but in practice it is the key difference between an organization that manages regulation and one that merely reacts to it, and it is measured in money and time.
